Lisa Macaluso
Director of Local Programs and Services
Lisa Macaluso is the Director of the JJC's Office of Local Programs and Services. The Office administers approximately $20 million in federal and state grant funding. The funding is allocated to counties and municipalities for the purpose of creating community-based continuums of delinquency prevention and intervention programs. In her capacity as Director, Ms. Macaluso has responsibility for various units including those that oversee court liaisons, detention monitoring, research and evaluation, county youth services commission grants, program development and prevention services, and JJC grant management.
In April 2004, the Annie E. Casey Foundation, in collaboration with the Coalition for Juvenile Justice, selected the New Jersey as a replication site for the Juvenile Detention Alternatives Initiative (JDAI). This goal of this national initiative is to demonstrate that jurisdictions can establish more effective and efficient systems to accomplish the purposes of detention. As the lead agency for implementation, the JJC appointed Ms. Macaluso as the New Jersey JDAI Team Leader. In this additional capacity, Ms. Macaluso works with the five county JDAI pilot sites, the State Steering Committee and Office of Local Programs and Services staff to implement the core strategies of JDAI.
Prior to her role as Director, Ms. Macaluso served the JJC as a Detention Specialist, and staffed the Detention Reform Task Force. She has an extensive background in criminal justice that includes five years of research for various universities. Additionally, Ms. Macaluso has taught criminal justice courses at West Chester University and Rutgers University. She is currently pursuing her Ph.D. at Rutgers University.
