Rob Montalbano
Director of Community Programs
Robert Montalbano was appointed Director of the JJC's Office of Community Programs in July 2005 by Executive Director Howard L. Beyer.
Mr. Montalbano's career in state government began during the summer of 1988 within the Maintenance Department of the Juvenile Medium Security Facility while he was still in high school. He was appointed to a full-time youth worker position at Southern Residential Community Home in June of 1990, and in 1991, he accepted an Assistant Director position with the contracted program PAY (Program Alternatives for Youth). This residential program provided vocational opportunities for male youth and was later renamed Edison Prep. In 1994, he served as a liaison between Rutgers University Project Core and the former Division of Juvenile Services. Mr. Montalbano returned to Edison Prep as its Director where he was responsible for the JJC's largest residential program. In September of 1999, he was promoted to Regional Program Supervisor where he was responsible for the administration and operation of the contracted drug beds within the JJC.
In October 2000, Mr. Montalbano was reassigned to the JJC's Office of Community Programs where he was responsible for the overall administration and operation of residential programs located in the northern region of the state. In July 2004, he was reassigned to the JJC's Johnstone Campus where he served as the Assistant Superintendent for both Juvenile Medium Security Facility and the Juvenile Reception and Assessment Center. While in this position, Mr. Montalbano had the opportunity to gain valuable experience in secure care management.
As Director, Mr. Montalbano is currently responsible for the operation of 16 residential community homes and 5 day programs. The JJC operates several residential community programs designed to meet the unique needs of distinct populations, including female juveniles, those with serious substance addiction, mental health needs and sex offenders.
